IS AN OFFICIAL LIE SACRED!

Secretary of State Beok has given notice informally to the publio that unless some legal change should be made in the situation, he will give a certificate of election to P. D. Wigginton ; and we presume that he is right in his action, although, morally, Mr. Paoheoo has a majority of one ; but it seems that the official statement of the vote of Monterey as made up by the Supervisors, is confessedly false, for it gives to Wigginton two votes more than be reoeived. The Clerk reported the true number, but Judge Daingerfield, of this city, has decided that the Clerk ought to have sent the false number, the formal declaration of the Supervisors being official authority, while truth is not. Faebeco's title to the office depends upon the question whether there is any method of correcting such an error. If not, then that whioh was doubtless unintentional this year will probably be repeated deliberately hereafter. A lie should certainly not be sacred, even when it is officially adopted by a Board of Supervisors.
