Ban Francisco, April 18.—The report of the recent executive meeting of the Railroad Commie' slod, at which tbe question of making a reduction of fares and freights was under consideration, indicates tbat there ia a radical disagreement between General Stoneman and the otber two members of thu Board. The Chronicle yesterday reported that against the resolution introduced by Beersteoher, to adopt a tariff reducing the tariff on grain, alfala, cattle, and which are generally termed "staple" articles, 10 to 20 per cent, and retain the remainder of the tariff at the present rates, Stoneman introduced a protest denouncing the resolution as 10 outrage und violation of Ihe letter aud spirit of the Constitution wbleh ought to damn the Board. M„ April 18 —Last Wednesday afternoon a party of Americans and two Mexicans became engaged In a quarrel at El Paso and ihe two Mexicans were killed. The affair created great excitement on both sides ofthe river. Tbe following day armed Mexicans crossed tbe river to take possession of the bodies of their friends. The Americans showed great indignation at the conduct of tbe Mexicans; and iv a short time organized a party to attack tbe ' Mexicans. Meantime the town of Franklin (The American El Paso) was thrown into a state of tbe wittiest excitement, resulting in a conflict between the two parties. The row became general, and bullets flew thick. During the melee John Hall, uiistaklug one Kremkuw for a Mexican,shot autl instantly killed Mm, aud was himself shot by an American. The Town Marshal, having unsuccessfully endeavored to quell the disturbance, took part himself and fatally wounded one Campbell uud a Mexican. A number of others were slightly wounded.
