Nevada Constitutional Convention.

Oahson, December 3d. In Convention the Article on corporations was further discussed. On the final passage, Section 9 waa amended so as to read as foiluws : " Section 9. The State shall not donate or loan money or its credit to, or be interested In the stock of any company, association or corporation, except corporations formed for educational or charitable purposes, provided that the State may issue bonds to an amount not exceeding $3,<K)0,000, on such terms as the Legislature may prescribe, to the railroad that shall be first completed to the State line, connecting this State with the navigable waters of California, or with the navigable waters of the Mississippi river ; but no law for issuing bonds shall be effective unless sanctioned by a vote of the people." The vote on adopting this was, ayes 17, nces 12. The Article finally passed, with only four dissenting votes.

The following Articles finally passed : Preamble of Declaration of Rights ; Right of Suffrage ; Militia; Education ; Impeachment ; and Judiciary. The Right of Suffrage Article was amended by striking out provision for payment of poll tax to be the prerequisite to voting, and leaving that to the Legislature. The Militia Article was amended by striking out all detail* and merely requiring the Legislature to provide for the organization of militia. The Finance Committee reported an article embracing various financial provisions. The State was authorized to contract a debt not exceeding $300,000, for the purpose of placing the State on a cash basis.. In evening session, an Article on the Executive Department was finally passed. All enrolling was ordered to be completed on Saturday evening. The Article on miscellaneous provisions was amended so as to require the Capital to be at Carson five years ; no Capital buildings to be erected in the meantime. The oath of office was amended so as to swear that the officer has not been concerned in u duel — no duelist is to hold office.

A memorial to Congress was introduced, asking an additional degree of eastern boundary. All Committees were ordered to report Saturday morning. Carson, December 4th. In Convention, the memorial to Congress in favor of an additional degree on the E-istern boundary was reported amended. The Committee on the Schedule reported the election to ratify the Constitution and elect State officers to be held on the second Tuesday of January — fifteen days thereafter the Secretary of the Territory and President and Secretary af this Convention to canvass returns and publish the result ; and if the Constitution be ratified, it shall thenceforth be ordained and established as the Constitution of the State cf Nevada — the State Legislature to convene immediately on proclamation of the President of the Convention, and forthwith elect two United States Senators, to proceed to Washington and urge the admission of the State. The Article on finance and public debt was ordered engrossed. The Article on legislative department wa3 finally passed. The Article on miscellaneous provisions was ordered engrossed as amended. Last night the motion to strike out the provision to submit to the people the question of location of the State Capital for five years hence was lost — ayes 16, noes 1 C«.

Adjourned till to-morrow for want of further business. The Convention will probably adjourn finally Monday or Tuesday.
