NAVAL AIR STATION NORTH ISLAND ACTION MEMORANDUM FOR TIME CRITICAL REMOVAL ACTION

The U.S. Navy is requesting public review and comment for an Action Memorandum addressing the TimeCntical Removal Action (TCRA) at Naval AirStation(NAS)North Island Installation Restoration Site 1: Shoreline Sediments, Outfalls 9 through 15. The purpose of this Action Memorandum is to document, for the Administrative Record, the Department of the Navy’s (DON's) decision to undertake a TCRA for isolation and containment of contaminated sediments adjacent to San Diego Bay. The TCRA will be performed under the Comprehensive Environmental Response, Compensation and Liability Act and in accordance with the factors set forth in the National Oil and Hazardous Substances Pollution Contingency Plan. The contaminated sediments are located in the NAS North Island shoreline at outfalls 9 through 15, adjacent to San Diego Bay. The TCRA will be conducted as an interim action. The Action Memorandum calls for placing clean soils on top of the contaminated sediments and using a rock dike sidewall, thereby eliminating the identified exposure pathways and reducing risk associated with the site. The deadline for submitting comments is on or before November 30, 1995. Comments may also be submitted in person at the November 9, 1995 public meeting of the NAS North Island Restoration Advisory Board. The meeting is scheduled at 7:00 p.m. in the Winn Room at the Coronado Public Library.
