State Department Battles Criticism On Ryan's Death WASHINGTON (LPIi - The State Department is attempting to counter growing criticism it may not have done enough to warn slain Rep. Leo J. Ryan, DCalif., about reported wrongdoings and the potential violent nature of the Jonestown colony in Guyana Deputy Assistant Secretary of State John Bushnell stressed that all that U.S. consular officers can do "is to make the best efforts of trying to find if there are violations of the rights of Americans citizens." "The Consular Service of the United States is not inherently an investigative organization," he told reporters during a news briefing Tuesday. Bushnell said consular officers met with at least 75 members of the People's Temple at the request of friends and family members alleging they had been abused He referred specifically to 40 to 50 private interviews held on a field near Jonestown during the past year by consular officer Richard McCoy. Bushnell talked to McCoy late Monday. Bushnell said he asked McCoy whether the people he talked to had complained about mental, physical or sexual abuses at the colony. "In all cases, the answer was no'," McCoy told him. The people interviewed also told Mc Coy they had no intention of leaving Jonestown. "All denied they were being held against their will or abused in any way," Bushnell said. "These interviews in every case were conducted at the request of the consular officer based at the request of friends and relatives," Bushnell said. He said several people approached the embassy in Georgetown and the Guyanese government about leavingth colony and in eacn case ne mentioned two specific instances they encountered no problems and left Guyana. Bushnell said that based on the consular interviews, the embassy reached the conclusion that many of the complaints contained in letters sent to the State Department seemed to be wrong. "That is basically the conclusion that we came to." he said in answer to questions. "The officers who visited the camp were never able from their own observations and investigations to substantiate the kind of allegations that had been made. We were impressed by the physical progress of the community in such a short time." Nevertheless," he added, "the officers continued to be uneasy and concerned about the atmosphere they encountered and by the recurrence of allegations about wrongdoings in the community."

Hayakawa Points To Religious Freedom

TOKYO iLPli - Constitutional guarantees of religious freedom make it hard to deal with religious cults that have "captured and brainwashed" young people. Sen S I. Hayakawa said today. "After a child is 21 years old. the parents are violating his religious rights if they try to snatch him back," the California Republican told a news conference. "The courts will rule against them " Hayakawa s remarks were directed toward the Peoples Temple cult whose members killed Rep Leo Ryan. D-Calif , and four others before engaging in a mass suicide in the jungle of Guyana that claimed more than 400 lives "The last time 1 saw Leo Ryan two months ago we went into the subject of cults that steal young people." side interests. They even dictate who you can marry or make love to. "There is little we can do because of the constitutional guarantee of freedom of religion But some of these cases

are disastrous Hayakawa the former president of San Francisco State University, said that "all this is a commentary on the profound human need for belief religious belief in other words."

No Easy Answers To Those Cults

WASHINGTON (UPIi - A government psychiatrist says the phenomena of religious cults and why people surrender rational thinking for a bizarre lifestyle deserves study - but investigation will provide no easy answers. "The right of any person of age to choose his or her own religion or way of life must not be violated." he warned
