Blacks Needed in TV's Upper Levels

New York Time News Swvlce NEW YORK The cancellation by CBS of "The Leslie Uggams show," which will be replaced on Sunday, Dec. 21, by " The Glen Campbell Goodtime Hour," has drawn a protest from Whitney M. Young Jr., director of the National Urban League. Young said he was "deeply disturbed'' by the network's action and deplored the loss of opportunity for black artists and backstage personnel to participate in prime-time television, a point of view which thoughtful set owners will certainly share in principle. But the remarks of Young, who on past occasions has shown such enlightened insight into broadcasting and its shortcomings, raise a disquieting thought. In a word, Young's expression of concern invites, however inadvertently, the conclusion that the color of a person's skin should be a criterion of theatrical merit, that the blackness of a star or supporting company merits critical concessions not given to whites in the entertainment world. Quite possibly, this would be the last thought to occur to the sensitive and pragmatic Young. But even though it was not of his doing, the approach is perilous, a form of racism in reverse that, I am inclined to believe, Young would be the first to regret. Black may be beautiful indeed, but this is not the same as suggesting that everything black people may do is automatically beautiful In the theatrical or everyday worlds. to recognize that common frailties surmount matters of color. It is entirely understandable that Young should voice regret over the loss of any jobs for black people in tv; he is a compassionate and, . in his soft-spoken way, determined individual. And even though in recent years black artists have received a somewhat better break on tv, there is no denying that this writer believes is Young's central theme: in proportion to the skills and potential contribution of black people, their opportunities do remain minimal. But the laws of theater, particularly in the statistical jungle of tv are immutable. All that finally counts is what happens on the screen; the agonies, heartbreaks and confusion that many transpire backstage are irrelevant, be it for a black or white star. Once the curtain goes up, the ultimate test is public judgment. To say that Miss Uggams is attractive is redundant, but with full regard for her past appearances on tv and on Broadway, she has hardly prepared for the formidable ordeal of sustaining a weekly hour-long variety show. Miss Uggams, as yet, is not a singer of arresting virtuosity. Whether a number is fast or slow, involving the blues or love discovered, her inflection and mood rarely reflect the meaning of the lyrics she sings; a fixed smile and fixed eyes are her essential characteristics, as they were of Lena Home in her younger days. One misses the vital ingredient, the thinking about what she is saying, which could give substance whether heartbreak or gay abandon to the songs she sings. But the case of Miss Uggams, as raised in the context

of Young's remarks, touches on issues of deeper moment. Some recollection of recent tv history is pertinent. When, last spring, the Smothers Brothers were suddenly canceled by CBS, the network was faced with a twofold emergency. First there was the immediate need to find a replacement to fill the Smothers Brothers time slot Sundays at 9 p.m., opposite NBC's durable "Bonanza" and the ABC Sunday Evening Movie. Second, if never mentioned out loud in so many, words, there was the corporate public relations problem of quieting the controversy over the dismissal of the Smothers Brothers and their liberal ways. Awarding the time to a black artist did achieve the secondary purpose. But what is more disturbing is the latent cynicism and opportunism of booking Miss Uggams against "Bonanza." For years this time period has been the most difficult for CBS to fill, and that Miss Uggams didn't make it in the ratings places her in the company of the late Judy Garland, among others. Where the black community

and possibly Young were misled was the assumption that the scheduling of Miss Uggams represented a significant breakthrough her blacks in prime-time television. Bluntly, it was a white ploy to meet a problem. And it is on this score that the networks could be helpful and Young does make a constructive point. fortunate few whose talents would have emerged regardless of skin color), blacks still are denied adequate opportunities in tv, though the situation .has certainly improved over the last five or ten years. It is to be hoped that Young, who is singularly wellversed in the influence of the white executive power structure, will not dwell unduly on the demise of Miss Uggam's show entertainers of all colors are painfully aware that every theatrical run has an ending as well as a beginning and insteod will use the incident to pursue a matter which he is especially well-qualified to undertake. What all the media need is representation of blacks on the highest levels of policymaking. Genuine progress Tn interracial understanding will not come about solely through increased employment 0 f blacks in the lower ranks. It is at the top of corporations that the wisdom and counsel of educated blacks are essential and yet are practically nonexistent. .
