Sacramento. January 29. 1863. SENATE— The Assembly bill to authorise the translation of Spanish records in Santa Clara county, was adopted, with amendment. The Assembly bill to divide Santa Clara County into five supervision districts, instead of three, was parsed, with amendment. The bill to authorize the administration of the estate of J.W.Wilde was taken up. A long debate ensued. Mr. Wallis questioned the constitutionality of the bill. He thought it might be a violation of the provision that all general laws shall be uniform in their operation. The law relative to the settlement of the estates of deceased persons is general, and the passage of this bill would prevent it from being uniform. Mr. Crane argued, that the bill is constitutional, and he read from the Horace Smith opinion: but Mr. Crane opposed the bill on other grounds. As soon as the result was announced, Mr. Ames sent up a resolution. Before it could be read, Lieut. Gov. Chellis declared the Convention adjourned. ASSEMBLY.— Mr. Martin- offered a resolution 1 to investigate the Watrous afair.
