SAN FRANCISCO, August 24. Secretary of the Navy Curtis D. Wilbur arrived in San Francisco today with 45 ships and 20,000 officers and men of the United States battle fleet. The bluejackets will remain here one week for “rest and recreation" before proceeding to southern waters for fall gunnery and tactical training.
