Needham Successor to Judge Langdon

SACRAMENTO, Dec. 14.—Governor William D. Stephens announced late last night the appointment of Judge William H. Waste ot Alameda county, presiding Justice of the 'first division of the district court of appeals, to succeed Presiding Justice Thomas J. Lennon, who has been elected associate Justice ot the supreme court. At the same time the governor announced nine other appointments to be made January 1. As presiding Justice of the second division ot the appellate court of the first district, Superior Judge William H. Langdon of Stanislaus. As associate Justices ot this division the governor said he would appoint Frank S. Brittain and Thomas E. Haven of San Francisco. Judge James Quinn of Oakland will be named to succeed Judge Waste, and James C. Needham of Modesto to succeed Judge Langdon. Superior Judge Frank O. Finlayson of Los Angeles will be appointed presiding Justice of 'the second division ot the district court of appeals for the second division. Superior Judge W. H. Thomas ot Orange county and Superior Judge W. A. Sloane of San Diego will be named associate Justices for this division. Charles S. Crail of Los Angeles Is to succeed Judge Flnlayson; R. Y. Williams of Santa Ana will succeed Judge Thomas, and Edgar A. Luce of San Diego will succeed Judge Sloane.
