RILEY SHOWS REVENUES OF 345 MILLION

Figure Hits $50.01 Per Capita

And Does Not Include Sums Paid Social Security

- (By Associated Press) SACRAMENTO, Nov. 11. Run

ning along at the rate of $946,421 a day for a full year, the state government's total income for the fis

cal year ending last June 30 was $345,443,602 greatest in the state's history, State Controller Harry B. Riley said today. Compilations showed the recordbreaking total was 15.3 per cent, or $45,831,171, greater than for the 194041 fiscal year. The combined state income represents a total of $50.01 per capita, end does not include collections of unemployment insurance taxes which are collected by the state but held in trust for expenditure by the U. S. social security board. The sales tax was the biggest single provider for the state's treasury, yielding $132,576,351 during the fiscal year, an increase of 21.37 per cent over the 1940-41 period. MOTOR TAX HIGH Next largest income item was $58,517,778 yielded by state motor vehicle fuel taxes and licenses, up 7.6 per cent over 1940-41. Other major Income sources were: bank and corporation franchise tax $34,065,799; personal income tax, $29,038,934; alcohol beverage revenue, $17,806,791; motor vehicle fees and licenses, $15,970,375; motor vehicle license fees ,(in lieu tax) $14,402,650; insurance company taxes, $8,557,743, and inheritance taxes, $8,040,900. All major sources of income, except inheritance taxes, horse race revenue and in lieu taxes, increased during the past fiscal year. "Graphic evidence of the expanded scope of state finances is seen in the fact that revenue in the World war I year of 1916-17 amounted to only $28,575,919, less than 9 per cent of last year's income," Riley said. "Average daily revenue in 1916-17 was $78,290, as compared to $946,421 during 1941-42."

Japs Putting Up More Structures at Kiska Nipponese Apparently Confident of Their Ability to Hold Garrisons This Winter

By RUSSEL ANNABEL (United Press Correspondent) HEADQUARTERS, Alaska Defense Command, Nov. 10. Recent reconnaisance by American air forces show there are more buildings on Kiska than there were two months ago and that the Japs apparently are confident they can hold garrisons there through the winter. Gales lashed the Aleutian islands as the campaign to oust the enemy from their North American foothold entered its sixth month today, and the indications were the Japs have no intentions of abandoning the island, despite heavy bombings and the disruption of their supply lines. LIKE MOONSCAPE So many tons of bombs have been dropped on the main and Gertrude cove encampments at Kiska by American bombers since the establishment of the Andreanof island bases that the cratered terrain re

sembled a moonscape. But still the Japs doggedly clean up the wreckage and continue to rush work on new permanent-type structures. The use of concrete in their program to make Kiska a far north fortress was seen as an indication they believe they can hold the island despite the fact that they have been knocked out of the air in the last month. EFFORTS NOT MADE No determined effort to bring aerial reinforcements to Kiska have been made since two deckloaded destroyers were intercepted and probably sunk by a flight of American bombers In October. The assumption among army sources here was that the enemy is planning to depend upon protection from winter fogs, storms and his unusually accurate anti-aircraft fire, which has been effective in some instances as high as 30,000 feet.

Olson Has Number of Appointments to Make

(By Associated Press) SACRAMENTO, Nov. 11. Democratic circles at the capitol bandied new names about today in speculation upon Governor Olson's possible selections for a dozen salaried jobs for which he has the appointing power before he give3 way to Attorney General Earl Warren as governor Jan. 4. There are nearly 40 state or county positions which the retiring governor can fill but the majority of them are on boards which carry no compensation other than a per diem or expenses. Most lucrative of the courtship vacant is that of associate justice of the state supreme court, in succession to the late Justice Frederick W. Houser. It pays $11,000 a year. There are several superior court vacancies, which pay up to $10,000 a year, and a spot on the third district court of appeal bench in Sacramento, paying $10,000. SEVERAL MENTIONED For the ranking judgship there have been mentioned, for the supreme court, appellate Judge Thomas P. White, Los Angeles; Superior Judge Everett McKeage, San Francisco; presiding appellate Judge B. Rey Schauer, Los Angeles; Max Radin of the University of California law faculty; Superior Judge Edward Murphy, San Francisco and others. For the third appellate bench, to succeed the late Justice Raglan Tuttle, there have been mentioned, among others, Superior Judge Donald Geary, Sonoma county; Superior Judge J. O. Moneur, Plumas county and Attarney ,Francis Carr, Redding. , Two men can be named to the important state railroad commission, at $8,000 a year each, but one of these jobs, administration sources considered as virtually spoken for, since it Is that now held by Richard Sachse, an Olson appointee who may be reappointed when his term expires with the administrative year. The second berth is that now held by Commissioner Ray L. Riley,

Republican, former state controller.

For this the name of retiring state Senator J. C. Garrison has been prominently heard. Also heard are the names of two Olson cabinet members, Frank W.

Clark, state director of public works and George Killion, state finance director, and Herbert Legg, Los Angeles, and B. E. Ahlport, law partner of Richard Olson, Los Angeles. Regarded as possible appointees for judgeships are M. Stanley Mosk, the governor's executive secretary and Secretary of State Paul Peek, in the event the final election count discloses him defeated for reelection by Frank M. Jordan, who leads on the unofficial returns. Two superior court vacancies exist in Los Angeles, one in Napa and one in Santa Clara.

HITLER ACTION

ED 81" ILL

(By Associated Press) WASHINGTON, Nov. 11. Secretary of State Hull today denounced the German Invasion of unoccupied France as an act in complete harmony with Hitler's regime of lawlessness and utter disregard of solemn obligations. Hull, asked at his press conference whether he thought the German action would bring France back into the war on the side of the allies, replied that it was too early to discuss that phase of the question. It was advisable, he said, to wait for the more complete picture of the new developments before attempting to evaluate them. Hull asserted that the German invasion certainly was further justification of the American action in Africa; that Is, if any further justification were needed. There was already abundant reason for the American action, he emphasized in answering questions, even before Htiler "violated the Franco-German armistice. Hull was asked if the government considered that Chief of State Petain's protest against Hitler's viola

tion of the armistice had canceled, in effect, his previous protest against American landings in north Africa. The secretary of state replied that the government still lacked official Information on much that was happening in France. Until such information was available, he said, he would not be in a position to discuss this and other interesting questions.
