judicial Council Proposes Only Two Varieties of Courts SAN FRANCISCO. Feb. 2 UP) California's six types of courts ."telow the superior court should "be reduced to two, the judicial "council said today. The recommendation for reor"ganization was contained in the "council's biennial report to the governor and the state legislature. California's six types of inferior 'courts the two types of municipal courts, the city court, the police court, the city justice court, "and the township justice court Ztiqw number 767. The council recommended that they be reorganized into two types, the municipal court and the justice court. " The present system, the council .said, is cumbersome, wastes judicial man power, and results in ; duplications of functions. Together with the report, Chief "Justice Phil S. WASHINGTON, Feb. 2 (IP) Undersecretary of Interior Oscar Chapman believes the government should "at least start" trying to distill sea water to solve California's water shortages. Forrestal Says Nation's Air Power to Lead Combination of Armed Services Needed in Meantime WASHINGTON, Feb. 2 UP)

Secretary of Defense Forrestal said yesterday this nation's air power may become In the "next five or six years" what the British navy once was the strongest military force in the world. But until it has been built up to that strength, he said In a talk to the National Press club, "we will still need the combination of an Air Force, Navy and Army" in the event of war. Forrestal said he has been "spe cifically in favor" of legislation to set the statutory size of the Air Force at 70 groups. He said he had also recommended legislation to fix by law the size of the Army. NAVY STRENGTH Navy strength now is prescribed by law and Forrestal said that to provide similar law for the Air Force and Army would be In line with the "orderly process for planning the strength" of all the armed services. He said, however, that the size of the armed forces at any one time is determined, not by a statutory ceiling, but by the amount of money which congress provides. , The proposed military budget (which President Truman has sub mitted for next year, and which Forrestal backs would allow for an Air Force of 48 groups during the fiscal year beginning next July i 1. The present authorized strength ' is 39 groups. (Groups vary In size heavy bombers: 18, fighters 75, for instance.) Clayton said today the International Ramie Co. of San Francisco will begin soon construction of a $2,000,000 plant at Fowler, 10 miles south of Fresno. The plant will weave cotton and ramie fiber into broadcloth, sheeting and dress goods, he said, for sale within the state. Ramie, a tough fiber once handwoven by ancient Egyptians, now is grown near Fowler and can be
