Panel revives campaign funding measure

SACRAMENTO (AP) A constitutional amendment that would require financing limits and partial state funding for legislative campaigns was revived Tuesday by an Assembly committee. Meanwhile, political reform groups said they would use a door-to-door campaign to try to create public pressure for passage of similar legislation this year to end candidates' dependence on big donations from special interests. The constitutional amendment, SCA5 by Sen. Jim Ellis, ItSan Diego, cleared the Elections, Reapportionment and Constitutional Amendments Committee on a 6-2 vote. The same panel narrowly rejected the same measure last week. A campaign contribution limits initiative, sponsored by Assemblyman Ross Johnson, R-LaHabra, was submitted to the secretary of state and was still being counted Wednesday to see if it qualified for the November ballot. But it would not conflict with Ellis' measure. Ellis' proposal, if approved by

voters, would require the Legislature to impose spending or contribution limits, or both, on legislative campaigns. It also would require lawmakers to set up a campaign fund to partially finance legislative races. Money for the fund would come from donations or a state income tax checkoff system, or both. The checkoff system, like the one used on federal tax forms for the presidential campaign, would allow taxpayers to earmark a certain amount of their tax payments for the fund. Ellis hopes to get the amendment on the November ballot, but Thursday is the deadline for qualifying November ballot measures. If it fails to win final legislative approval by then, Ellis would need passage of separate legislation to lift the deadline. Earlier, the League of Women Voters and two political reform groups, California Common Cause and the California Public Interest Research Group, held a press conference to announce a door-to-door campaign to try to drum up

public support for two campaign bills that have been bottled up in a two-house conference committee since last year. The groups said press conferences were held Tuesday on the same subject in San Diego, Newport Beach, Los Angeles, Santa Barbara, San Jose and San Francisco. There is also a press confer

ence scheduled Thursday in Fresno, they said. Jim Shultz! a lobbyist for California Common Cause, said there is no "smoking gun" to prove big contributions buy political favors, but he contended there Is clrcumstancial evidence, such as low state taxes on wine.

Bill to ban use of pound animals for research dies

SACRAMENTO (AP) An Assembly approved bill supported by the medical establishment to prohibit animal shelters from sending pets to research laboratories, died in committee Tuesday. The hotly contested measure, AB1735 by Assemblyman William Filante, R-Greenbrae, got only a 36 vote of the Senate Judiciary Committee after opposition from animal rights activists who said it would thwart their efforts to halt all use of pound animals for medical research. It needed six votes for passage. Filante, a medical doctor, said his bill would block the use of "identifiable pets" in medical research without the owner's consent, require strict controls in animal research procedures, and order animal research facilities to meet federal guidelines regarding anesthesia and post-operative care. Filante described his bill as "a compromise measure" with "almost universal" support. He said the measure "puts into statute some current policies" and ensures there is "a permanent and total prohibition of pound pets for research facilities." But opponents, led by the
