INSTALLATION OF JUDGE DE HAVEN

He Takes the Oath as United States District Judge. Impressiva Ceremony in the Gloomy Old Court* room. District Judge Thomas P. Hawhy of Nevada Administers the Oatb. Hon. John J. de Haven was yesterday vritn impressive ceremony installed as United States District Judge of the Ninth Judicial Circuit of California. The oath was administered by United Slates District Judge Thomas P. llawley of Nevada. 3 he courtroom was well filled with people, members of the bar and personal friends of the Judge. On the aai-t with the Judge who was about to have new honor conferred upon him and the judge who was to confer it sat Judges Morrow and Ross. Court being declared open at 10:30, Judge Hawley rose and announced that lie ft eld in his band the commission j signed by the President of the United States appointing Hon. J. J. de Haven to the office of United Stales District Judge for the Ninth District. This he banded to Clerk Manley, who recorded its receipt. Judge de Haven, who bad been Bitting quietly to one side, now ro e and tooK a station be ore the dais beside Judge Hawley. As the two lifted their hands for the administering of the oath all present rose ' to their feet and Judge Haw.ey adminis- ! tered the oath following: You. John J. de Haven, do solemnly swear that yon v. ill support the constitution" of the United States against all enemies, lujei jii and domestic; that you will bear true faith and | allegiance to the same; that you tako this obligation freely, without any mental reservation or purpose or evasion; and that you will well and faithfully discharge the duties of the office on which you are about to enter, so help you God. Judge de Haven repeated the words when Judge llawley had finished, and then the following constitutional oath was administered: I, John J. de Haven, do solemnly swear that I will administer justice without respect to persons, and do tqual right to the poor ar.d I the neb, and thai I will faithfully and impartially discharge and perform all the dunes incumbent on me as United (states District Judge for the Northern District of California, according to the beat of my ability and understanding, agreeably to the constitution and laws of the United States; go help me God. Judge Hawley then officially declared Judge de Haven to have assumed office and to be in control of the court. The latter having advanced to his place on the dais he was greeted as follows by Judge Hawley, the address being taken by Official Stenographer Clement Bennett for entry into tne records: This concludes the ceremony. I take pleasure, however, publicly to congratulate you upon your app In atent to the National Judiciary. In my judgment no higher honor can be conferred upon any cit leu. The proper Interpretation and prompt enforcement of the law luruishes to every community its best support and protection. No Judge, perhaps, has the right to expect i that lie will at all times be free irom any criti- ; cism. Bui every Judge has it within his own j power to so transact his official business as not to give any just cause for advor.-o criticism. It is the duty of every court at all times to bo manage and conduct its business as to merit the respect of the people and the confidence of the members of the bar. Their loyal assistance and support, added to the consciousness of duty well performed, Rive to every Judge encouragement mid strength. That you will receive ibis support no one acquainted with your previous judicial career in this State will have any cause to question. With absolute confidence in your judicial ability, integrity and impartiality, 1 greet you, and on behalf of the Judges of the Ninth Judicial Circuit extend to you a judicial welcome as a member of this court, pledge you our aid and assistance if required, and demand of you reciprocity in this respect. i assure you < I our gocd will, respect and esteem, and wish you unbounded respect in your new .iere of usefulness and duty. You will now take your seat on the bench and take charge of the court over which you have been appointed to preside. Gentlemen, I introduce to you the Honorable John J. de Haven, the new District Judge. The court was now adjourned, and Judge de Haven held a reception in his chambers, where he received the congrat- ; ulations of his friends, being assisted by bis son, J.
